Only a Fortified Tower Can Keep Children Safe For all of Four Minutes.

This was made at a time when Thatcher and Reagan were escalating the arms race with the Russians, by deploying more and more nuclear weapons, with the intention of bankrupting them. Meanwhile the average citizen was advised to put a paper bag over his head in the event of a nuclear war.
The futility of the official advice in “Protect and Survive” is lampooned in When The Wind Blows by cartoonist Raymond Briggs.
